Does a Crane Scale Need Examination After Repair?

Learn when a repaired crane scale needs a LOLER thorough examination, what must be assessed and how to document its safe return to service correctly.
A crane scale after repair thorough examination is required when the damage, failure, modification or repair is an exceptional circumstance liable to jeopardise its safety. HSE includes major changes and the replacement or repair of critical parts among such circumstances. Routine maintenance does not automatically create the same trigger, so there is no universal rule that every minor repair starts a new examination interval. Quarantine the scale first, establish what changed and obtain competent-person direction before release where safety could have been affected.
Separate routine maintenance from a critical repair
The decision turns on safety significance, not cost or duration. Cleaning to the manufacturer’s instructions, an approved battery change or scheduled service may be routine maintenance if it does not disturb the load path, conceal damage or alter a safety function. It still needs prescribed checks and a controlled return to use.
Treat work as potentially critical when it follows damage or failure, changes the design, or affects a hook, shackle, suspension eye, load pin, load cell, structural member or load-bearing joint. Welding, straightening, component substitution, changed attachment geometry or altered rated capacity also demand specialist review. A small repair can be critical because of its location in the load path.
LOLER Regulation 9 requires examination after exceptional circumstances liable to jeopardise lifting-equipment safety. HSE’s thorough-examination guidance expressly identifies damage, failure and major changes likely to affect integrity, including critical-part replacement or repair. If classification is uncertain, do not let an operator decide by trial use; refer the repair history to a suitable competent person.
Quarantine before deciding the scope
Remove the scale from service when damage, abnormal behaviour or a safety-relevant defect is found. Identify it by asset and serial number, attach a clear “do not use” status, block it in the issue system and segregate it. Record the event, symptoms, load and circumstances where known, and preserve damaged parts.
Quarantine should continue through repair, examination and any required testing. A repairer’s completion note is valuable evidence, but it is not automatically a LOLER thorough-examination report or permission to resume lifting.
Let the competent person define the examination
A thorough examination is a systematic, detailed assessment of safety-critical parts followed by a written report. The competent person needs enough practical and theoretical knowledge and experience to detect defects and judge their importance. HSE also expects independence and impartiality; the assessor should not simply approve their own routine maintenance.
Provide the examiner with original instructions, declarations and markings; previous reports; the incident record; repair method and parts; repairer qualifications; and any manufacturer approval. Depending on the repair, the competent person may require visual and functional checks, wear measurements, internal examination, non-destructive testing or load testing. They should verify that identification and safe-working-load markings remain correct, attachments are compatible, safety features work and no new defect exists. The scope must cover the repaired area and connected parts potentially affected by the event or repair.
Testing is risk-based, not automatic
HSE says most lifting equipment does not need testing at every thorough examination, and an unsuitable overload test can cause damage. The competent person should decide what is necessary from the repair details, manufacturer information and risk. Never improvise a proof load or infer one from the capacity marking.
After repair, the manufacturer and your LOLER competent person jointly define what functional checks, calibration or testing the unit needs; get that scope and its acceptance criteria in writing before the scale re-enters the lifting chain.
Any suspended-load test remains a lifting operation. Under the HSE LOLER overview, it must be competently planned, appropriately supervised and carried out safely. Control the area, keep everyone out from beneath the load and stay within the lowest-rated component’s limit.
Calibration and safety examination answer different questions
Calibration compares indications with suitable reference standards and reports measurement results, including error and uncertainty where applicable. It may be needed after work affecting the load cell, indicator, electronics, alignment or adjustment. Display division is not the same as verified accuracy, and a stable display does not prove a sound load path.
A thorough examination asks whether the equipment can continue to be used safely. Calibration cannot identify every crack, deformation, incorrect part or weakened connection; a satisfactory safety examination does not quantify weighing error. Complete both when the repair affects safety and measurement.

Record the decision and control release

Do not assume either that a minor service resets the periodic clock or that a post-critical-repair examination leaves it unchanged.
